recommending changing the amount of fluoride in drinking water for the first
time in 50 years.
The Department of Health and Human Services and Environmental Protection Agency are proposing the change because of an increase in fluorosis -- a condition that causes spotting and streaking on children's teeth. The government is proposing that the recommended amount of fluoride in drinking water be set at 0.7 milligrams per liter of water. The recommended range has been 0.7 to 1.2 milligrams per liter since 1962. The EPA will determine whether the maximum amount of fluoride allowed in water will also be lowered. Fluoride was first added to water in the United States in the 1940s to help prevent tooth decay in children 8 years and under. "One of water fluoridation's biggest advantages is that it benefits all residents of a community -- at home, work, school or play," said Health and Human Services Assistant Secretary for Health Dr. Howard Koh. "And fluoridation's effectiveness in preventing tooth decay is not limited to children, but extends throughout life, resulting in improved oral health." The Centers for Disease Control and Prevention says dental fluorosis is highest among adolescents between the ages of 12 an 15. One reason for the increase in fluorosis: Americans now have access to fluoride from a variety of sources, including toothpaste, mouth rinses and prescription supplements, the Department of Health and Human Services says "Dental fluorosis in the United States appears mostly in the very mild form -- as barely visible lacy white markings or spots on the enamel," The department said in a statement Friday. "The severe form of dental fluorosis, with staining and pitting on the tooth surface, is rare in the United States." The change is being made now, according to an administration official, because the current range is out of date. He said that in the 1960s, when fluoridating water began, air conditioning was much less common. So children in hotter regions drank more water and needed lower levels of fluoride to protect their teeth, while children in colder climates drank less water and needed higher levels. "Now since air conditioning is so common," the official said, "you don't see those differences in consumption, and that's why they're getting rid of the range and recommending one level."The American Dental Association says the new recommended levels will still reduce tooth decay but minimize fluorosis. The group says it continues to support fluoridation of community water as a safe and effective way to prevent tooth decay. "This is a superb example of a government agency fulfilling its mission to protect and enhance the health of the American people," said ADA President Dr. Raymond F. Gist. "We have always looked to the federal health agencies to guide us on this and other public health matters, and we will continue to do so. We applaud the Department of Health and Human Services for reaffirming the safety and efficacy of optimal community water fluoridation, with science on their side."The Environmental Working Group, a nonprofit organization whose goal is to protect public health and the environment, says it has been pushing governmental officials to reduce fluroide levels for years."We've had to wait too long, but the government's official, belated -- and perhaps begrudging -- announcement marks its recognition that fluoride policies have been out of step with the science on the tap-water additive's toxicity to children, and that many American children are at risk from excess fluoride in drinking water and other sources," said Jane Houlihan, senior vice president for research at the Environmental Working Group. "Since 2005, EWG has been calling on federal agencies to respond to these findings, which come from National Academy of Sciences and many others, documenting that excess fluoride exposure poses dangers that range from discolored teeth to potential hormone disruption and neurotoxicity. HHS has taken an important first step. Now it's up to water utilities to respond and for the EPA to lower its high, legal limit on fluoride in drinking water, which is more than five times higher than the new maximum recommended amount." The recommendations have been submitted to the Federal Register for a 30-day public comment period. The final version is expected this spring.

The controversy occurs mainly in English-speaking countries, as Continental Europe has ceased water fluoridation. In some countries, fluoride is added to table salt. At the dosage recommended for water fluoridation, the only known adverse effect is dental fluorosis, which can alter the appearance of children's teeth during tooth development. Dental fluorosis is considered cosmetic and unlikely to represent any other effect on public health. Despite opponents' concerns, water fluoridation has been effective at reducing cavities in both children and adults. Opposition to fluoridation has existed since its initiation in the 1940s. During the 1950s and 1960s, some opponents of water fluoridation suggested that fluoridation was a communist plot to undermine public health.

Adding fluoride has been [intended as a measure] to improve the health of the teeth but opposition has been arising due to a fear that fluoride is likely to damage the teeth and even to cause cancer. Now the committee is recommending that fluoridation be stopped until the matter has been appropriately researched. In the meantime, every municipality will decide independently whether or not to fluoridate. Four years after the Health Ministry decided to add fluoride to Israel’s drinking water in order to reduce dental caries, a special committee is recommending that the Ministry cease water fluoridation. The reason: not a single definitive study demonstrates that the process has any benefit for dental health. On the contrary, other existing research demonstrates that adding fluoride might even be harmful. It has become known to “Yediot Achronot” that the [committee’s] recommendation will be passed on to the Health Ministry in the next few weeks. Adding fluoride to Israel’s water systems began in the early 80’s in Gush Dan and about four years ago a regulation came into effect requiring all municipal authorities to add fluoride to the drinking water for the purpose of improving dental health.
However, in the Knesset [Israeli Parliament] the regulation blew up a storm already then. Beyond the social protest against enforcing water fluoridation on the entire populace, points were also raised about harm to health and the environment. Opponents of fluoridation, likewise, introduced research studies that show that adding fluoride not only doesn’t reduce dental cavities. It also may cause damage to the teeth and bones. It has been further found that in high concentrations this substance may cause cancer.
On the other hand, the proponents [of fluoridation] state that there is no absolute proof of damage to the health and that, in any case, there is no risk of danger at the low level at which it is added. In any case, even though the regulation came into effect in 2002 not all local authorities have complied. Currently about 65% of the population are drinking fluoridated water.
One year after the regulation came into effect the subject of fluoridation became one of the most contentious issues in the committee, headed by Professor Avner Adin, for up-dating drinking water standards. Preliminary conclusions presented by the Adin committee determined that the research studies presented to his committee were either contradictory or of mediocre quality at best. For instance, some of the studies showed a rise in the percentage of children not in need of dental fillings in the areas in which fluoride was being added to the water while other studies showed no difference in the rate of decrease in caries between countries which fluoridate and those which do not. In a interim decision the committee determined that, until a comprehensive study to look into the effects of fluoridation, is carried out in Israel, there is no room to stop fluoridation. But such a study is likely to take about five years and in a heated debate that took place two days ago within the committee, a contrary decision was taken by a majority of one vote.
According to Professor Adin it has been decided that the committee will recommend removing the requirement to add fluoride to the water and that every municipal authority will be permitted to make its own decision. The committee’s decision will be in effect until the conclusion of the comprehensive study and the decision as to what action to take in the future will be made of the basis of its findings. It is assumed that adoption of this recommendation will result in most local authorities ceasing to add fluoride to the drinking water for the time being.
“ADDING FLUORIDE REDUCES CARIES,”
says Professor Chaim Tal, in favor of adding fluoride.
Adding fluoride to drinking water substantially reduces the number of dental caries, asserts Professor Chaim Tal, head of the School of Dentistry at Tel Aviv University. Two Israeli studies have found lower cavity levels in children aged 5-12 in fluoridated areas as compared with [children of the same age] in non-fluoridated areas. One of the studies found that the level of caries was 24% higher in the non-fluoridated areas than in those where fluoride was being added. The gap between the poisonous level of fluoridated water and the therapeutic level at which fluoride is added, is very great. Therefore, there is no danger from routine utilization with all acceptable methods in practice today.
Fluoridation of drinking water is the most efficient and best proven measure for lowering dental caries in the world at large and in developing countries where dental caries are high as in Israel in particular. As dental care is not included in the national health insurance package, fluoridating drinking water is essential.
“FLUORIDE MAY CAUSE CANCER,”

We are now at a point where there is an excess of fluoride in the environment. Even if fluoride is effective in preventing cavities we must discontinue adding it to our drinking water in order to avoid poisoning, states Shimon Tsuk, hydrologist at the Israel Union for Environmental Defense. A month ago the American Dental Association recommended that parents of infants up to one year old avoid using fluoridated water when preparing baby formulas. There is evidence that infants absorb large quantities [of fluoride] into their systems and this effects teeth and bones, says Mr. Tsuk.
Where the fluoride level in water is high one can observe white spots on people’s teeth and where the level is very high yellow or brown spots occur. Fluoride is absorbed into the bones and a recent American study found a correlation between children who developed bone cancer and also were drinking fluoridated water during childhood. In Europe dental health care is included in the national health care programs, whereas in Israel it is not. This is one of the justifications which government health care officials give for adding this dangerous substance to the water.

Toxic water was a planned conspiracy
A study published in Environmental Health Perspectives just two years ago confirmed that fluoridated water causes brain damage in children. The study was the 24th one on the same subject, and the results were SO EVIDENT that experts thought it could be the end of water fluoridation. The fluoride levels in the children’s blood were so high, if the study had reached the nightly news, America would be up in arms, demanding action.
Getting paranoid yet? Or what if the word paranoia itself needs to be redefined? AN exciting and new water treatment breakthrough has been announced that will now make the removal of fluoride from the drinking water supplies of the world’s poorest people more affordable than ever.
Researchers from Rajasthan University in India have discovered that the Tulasi plant, also known as Holy Basil, can be used to significantly reduce the amount of fluoride in drinking water.
At present, the most reliable methods used to remove excessive fluoride from drinking water are either too expensive or not suitable for the environments where they are needed most.
The method discovered by researchers from Rajasthan University is safe, cheap and readily available, making it an ideal alternative for communities who can’t afford to use the more advance techniques of removing fluoride that are readily available in the west.
AN experiment was conducted in the Yellareddyguda village of Narketpally Mandal. The researches soaked 75mg’s of Tulasi leaves in 100ml of water that contained 7.4 parts per million of fluoride in the water.
After only soaking the Tulasi leaves for eight hours, it was discovered that the level of fluoride in the water was reduced from 7.4 parts per million, to only 1.1 parts per million.
At present, the world health organisation recommends that the safe level of fluoride in drinking water is between 0.5 to 1 parts per million.
THE dangers of drinking water that contains high levels of fluoride are well-known. Some of the known side effects of drinking water that contains fluoride are dental fluorosis,reduces intelligence in children and a damaged the nervous system.
This new water treatment option will now provide the world’s poorest people an opportunity to remove excessive fluoride from their drink water supplies.
However, more research is still needed to identify and validate the effectiveness of using Tulasi leaves as a means of removing fluoride from drinking water supplies.
CONSIDERING the cost prohibitive nature of other more reliable water treatment techniques, if the Tulasi plant is conclusively proven to be effective in removing fluoride from drinking water, then we may witness a revolution in water treatment that will greatly benefit the world’s poorest people.
